According to ScreenRant, his comments to SFX Magazine suggest that the story will expand to include a secretive group known as The Court of Owls. This group is hinted to be a central element in the new film, following the groundwork laid in the first movie.

The Court of Owls is a mysterious and powerful organization, believed by many in Gotham to be nothing more than an urban legend. Comprising wealthy, influential citizens, they’ve secretly shaped the city’s fate from the shadows. Their enforcers, known as Talons, are feared for their brutality and effectiveness. Introduced in DC Comics in 2012, the group has grown in popularity, featured in series like ‘Gotham’ and ‘Gotham Knights.’

Reeves’ insights about the sequel’s connection to the first film suggest that the seeds for introducing The Court of Owls were already planted. The complex narrative of corruption that Bruce Wayne uncovers in ‘The Batman’ appears to lead directly to this group, making them a natural progression for the storyline. The director emphasized that the sequel would reveal aspects of Batman’s world that were previously unexplored, aligning perfectly with the mysterious and influential nature of The Court of Owls.

The plot thickens with the possible inclusion of a character named Lincoln March, who claims a shocking connection to Bruce Wayne, potentially tying back to the secretive history of the Wayne family itself.
